Problem

Class I railroads lose margin daily on empty car repositioning. Legacy allocation is greedy-first-fit. FRA regulations (49 CFR 213/215/174) demand a tamper-evident audit trail for every assignment decision.

What We Built

Hybrid MIP + 4-model ML ensemble (TFT, XGBoost, LSTM, LightGBM) with a 6-agent LangGraph framework. A Compliance Verification Agent validates every LLM narrative against the FRA corpus via AstraDB RAG before committing.
